Gary Bacher
Of Counsel & Senior Vice President
Gary is Of Counsel in the firm's Health Law Practice and Senior Vice President at ML Strategies. He focuses on regulatory, public policy, and transactional issues in the health care industry, and has been deeply involved in health care reform.
Experience
His advisory experience includes serving as a legal and policy advisor on issues such as fraud and abuse, HIPAA, FDA rules and regulations, Medicare, Medicaid, and antitrust.
Prior to joining Mintz Levin and ML Strategies, Gary was Senior Vice President at America's Health Insurance Plans (AHIP). There, he led the Association's policy development work on health care reform and regulatory implementation, and focused on complex policy and implementation issues requiring a cross-functional approach that bridges the areas of public policy, law, and economics/actuarial science.
Previously, he was also Vice President of Public Affairs at UnitedHealth Group, where he led strategic and regulatory affairs advocacy for the company's Medicare Advantage and Medicare Part D prescription drug plans, and served as Vice President in a business development capacity.
Gary also served on active military duty as a Captain in the US Army from 1996 – 2000, serving at the Pentagon as Assistant to the Army General Counsel.
