Senior Vice President

Paul is Senior Vice President of Government Relations for ML Strategies. His practice involves all areas of local and state governmental relations with a particular focus on energy, real estate development, and transportation.

Paul is a leader of the firm's Energy and Clean Technology Practice Group, where he advises investors, traditional energy providers and clean tech entrepreneurs. During the 2008 legislative session, he worked alongside the New England Clean Energy Council to draft Massachusetts' landmark Green Jobs Act. In October 2008, Mayor Thomas M. Menino asked Paul to take a leadership role on the City's Green Tech Advisory Committee.

Experience

Paul has extensive experience in land use and planning, specifically as it relates to transportation and infrastructure, large project development, and M.G.L. Chapter 91, which deals with waterfront development. On transportation issues, Paul draws on years of experience, first as Chair of the Boston City Council's Committee on Transportation and then as a member of the National League of Cities Transportation and Infrastructure Committee. He counsels clients on complex intermodal transportation issues, public infrastructure, and investment policy.

From 1997 to 2006, Paul was a member of the Boston City Council, where he served as Vice President. As a Councilor, Paul chaired the Council's Committees on Aviation, Transportation, Intergovernmental Relations, and Economic Development. As Committee Chairman, Paul oversaw the city's interactions with the $14 billion Central Artery Tunnel Project. He worked closely with the Massachusetts Port Authority on permitting, land use planning, ground transportation, and tolling issues. He also oversaw the city's funding for Boston's $750-million Convention & Exposition Center. He served as a judicial clerk for the Honorable Gerald Gillerman of the Massachusetts Appeals Court from 1995 to 1996.

Paul currently serves on a number of professional and philanthropic boards, including the YMCA of Greater Boston, Boston World Partnerships, The Rappaport Institute for Greater Boston at Harvard's Kennedy School of Government, the American Council of Young Political Leaders, and the Program Committee for the Boston Chapter of NAIOP.

Paul's forward-thinking approach and problem-solving abilities have been recognized by a number of prominent groups and associations. In 2008, the Greater Boston chamber of Commerce selected Paul to serve in their "future leaders" program. In 2009, Boston Mayor Thomas Menino appointed Paul to the Mayor's Green Tech Advisory Committee. Most recently, in 2010, the Massachusetts High Technology Council asked Paul to serve on its newly formed Technology Transfer and Incubation team.
