BOSTON – ML Strategies, the government relations and business consulting subsidiary of Boston-based law firm Mintz, announced today that Philip Lynch has joined the firm as Vice President of Government Affairs. Based out of the Boston office, Philip will advise clients on state and federal policy matters, leveraging nearly a decade of experience in Massachusetts government, legislative affairs, and public policy.

Philip joins ML Strategies from the Massachusetts Taxpayers Foundation, where he served as a mid-career fellow. In that role, he researched state and federal policy proposals and authored policy briefs, reports, and other publications. His focus included state Medicaid funding, corporate taxation, health care affordability, and proposals contained in the Massachusetts budget and pending legislation. Philip also partnered with organizational leadership to advance research priorities and support the Foundation’s public engagement efforts, most notably through his work with the Health Care Affordability Working Group appointed by Gov. Maura Healy.

Philip brings extensive experience in Massachusetts state government, having served in key legislative and policy roles in the Massachusetts House of Representatives. Most notably, he served as legal counsel to the House Committee on Ways and Means under Chairman Aaron Michlewitz, where he provided legal, legislative, and strategic analysis on complex policy matters, major legislative initiatives, and the Commonwealth’s multibillion-dollar state budget. In this role, Philip gained firsthand experience with the legislative and budget processes, developing a strong understanding of how public policy is shaped, negotiated, and advanced on Beacon Hill.

Previously, Philip served as legislative director to State Rep. Denise C. Garlick, where he helped manage legislative priorities, analyze policy proposals, and advance initiatives through the legislative process. Philip began his career in Massachusetts politics as an executive assistant with the Committee to Elect Josh Zakim Secretary of State, gaining early experience in political campaigns, strategic communications, and grassroots engagement.

Philip earned his juris doctor from New England Law and received a bachelor of science in finance from Providence College. He is admitted to practice law in Massachusetts and Rhode Island.
