
Steve Tocco, Chairman of ML Strategies in Boston, advises clients ranging from Fortune 100 companies to entrepreneurs on a broad array of public policy and strategic matters. He leverages his deep expertise in government relations and economic development to help clients navigate complex regulatory environments and advance their growth objectives.
Steve has an extensive background in Massachusetts state government, including serving as Executive Director and CEO of the Massachusetts Port Authority (Massport) from 1993 to 1997, Massachusetts Secretary of Economic Affairs, and special assistant to Governors William Weld and Paul Cellucci. During this time, Steve led key initiatives such as the Boston Garden redevelopment, seaport development plan, and several biotechnology projects.
At Massport, Steve oversaw major assets including Logan International Airport, the Port of Boston, and the World Trade Center, while managing a global network of trade and tourism offices. He also served on numerous public sector boards related to industrial finance, education, real estate, and development.
Before his public service career, Steve founded a public-sector consulting firm and held executive roles in consulting and trade associations. Early in his career, he was executive assistant to US Congressman Edward Markey. He served as Chairman of the University of Massachusetts Board of Trustees and the Massachusetts Board of Higher Education, and holds an honorary PhD in humane letters from Nichols College.
