Alex Hecht, Executive Vice President & Director of Operations at ML Strategies in Washington, DC, is a trusted attorney and policy strategist with over 20 years of experience shaping federal legislation and regulation. Drawing on deep relationships within Congress, federal agencies, and trade associations, he represents clients across a broad range of industries on how to navigate complex policy environments. 

Alex’s strategic insight and hands-on experience in both legislative and regulatory arenas empower clients to advance their priorities with clarity and confidence in an evolving policy landscape. Alex assists clients with their legislative and regulatory needs on a wide range of issues, including health care, technology, cybersecurity & privacy, energy, and federal procurement.  He specializes in assisting businesses off all sizes, with a focus on early- to mid-size small businesses.   He is an expert on small business access to capital and also federal non-dilutive funding programs, including the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.  

Prior to joining ML Strategies, Alex served for more than ten years in senior roles on Capitol Hill and in industry groups, including as Chief Counsel to then Senator Olympia J. Snowe (R-ME) on the Senate Committee on Small Business & Entrepreneurship. In that role, he led legislative efforts on health care, ERISA, tax incentives, and regulatory reform, contributing to landmark legislation such as the Affordable Care Act and the SHOP Act. He also worked closely with the Senate Commerce, Finance, and Homeland Security Committees, and developed legislation to reduce regulatory burdens on business. Alex has previously held legal and policy roles at the National Multi Housing Council and the Maryland Office of the Attorney General. A former freelance journalist who was published in Texas Monthly magazine, Alex was also the chief articles editor for the Houston Journal of Health Law & Policy at the University of Houston Law Center. 

Alex, alongside other members of the ML Strategies team, contributes to a recurring thought leadership series, AI: The Washington Report, which offers insights and analysis on federal policy developments, legislative trends, and regulatory actions related to artificial intelligence.

As of June 2015, 24 states utilize a traumatic or acquired brain injury waiver,1 as provided under section 1915(c) of the Social Security Act, which are designed to help individuals with traumatic brain injury (TBI) live in the community setting of their choice.
The next six weeks are shaping up to be the final work period before the summer recess, with both chambers scheduled to leave DC by July 15th for party conventions followed by the August recess.
Here in Washington, it seems everyone has an idea on a drug “fix”:  amendments to the provisions governing Medicare reimbursement, new rebate requirements, changes to price reporting measures, revisions to the 340B Drug Discount Program, etc. Proposals are interesting, but will Congress actually do anything?  If anything is actually going to pass, it has to get through the Senate.
The next work period basically runs from April 4 to May 27, with both chambers adjourning for a week long recess the week of May 2. Following this work period, there will be five weeks left on the legislative calendar before Congress recesses for Summer.
This morning, the Senate HELP Committee will hold an executive session regarding the Mental Health Reform Act of 2016, a comprehensive mental health package negotiated in part by the Senate HELP Committee and the Administration.
The next Hill work period basically runs from February 22 to March 18. As Congress returns, here’s a brief look at the pending health care issues on the radar for this work period.
Now just days away from the December 11th expiration of a short-term Continuing Resolution (CR) that has been funding federal activities since the start of the current fiscal year on October 1st, Congress is feverishly working to reach agreement on a long-term Omnibus spending bill that will fund the federal government through the remainder of the fiscal year.
Coinciding with the end of the current fiscal year, the EB-5 regional center program is set to expire today but will get a temporary reprieve with expected final passage of a Continuing Resolution (CR) that will fund the government through December 11 and also temporarily extend the regional center program through that same date.  
Created by the Immigration Act of 1990, the Immigrant Investor Program, more commonly referred to as the EB-5 program, offers foreign investors an opportunity to secure permanent residency in the United States by making a minimum capital investment of $1 million per investor into a New Commercial Enterprise (NCE) that will create at least 10 jobs for US workers.
In the previous Congress, we saw a burst of policy and industry attention to telehealth as lawmakers and stakeholders alike recognized the cost, quality, and accessibility benefits of telehealth.
