Steve Baddour, Executive Vice President & Director of Operations at ML Strategies in Boston, is a seasoned strategist with over three decades of experience in law, government, and public policy. As a former Massachusetts State Senator and Assistant Attorney General, Steve brings a rare blend of deep institutional knowledge and bold, creative strategy to the world of advocacy.  Steve has built a career navigating all levels of government, from local city halls to Beacon Hill to the halls of Congress in Washington, DC. 

Steve’s innovative approach to lobbying helps clients turn obstacles into opportunities by crafting tailored solutions that get results where others stall. Throughout his career, he has leveraged his experience and connections to support clients in shaping policy, unlocking funding, and moving agendas forward with precision and impact.  

In the Senate, Steve held influential roles as Chair of the Joint Committee on Transportation, Vice Chair of both the Judiciary Committee and the powerful Ways and Means Committee and led numerous high-stakes conference committees. His deep understanding of legislative, executive, and local governance makes him a strategic asset in any policy arena. 

An engaged leader in both civic and business communities, Steve sits on the Board of Directors for the Greater Boston Chamber of Commerce and the Foster Kids of the Merrimack Valley.

Governor Charlie Baker just announced he is extending COVID-19 Order No. 13 that mandates the closure of non-essential businesses.  This order, initially set to expire on April 7th, was extended to Monday, May 4th.  This order will officially take effect tomorrow, April 1st at noon.

Today, the Baker-Polito Administration’s Reopening Advisory Board published their report outlining a 4-phase schedule for reopening the Commonwealth since the closure of non-essential businesses on March 23.  The plan is coupled with a new “Safer at Home” advisory, replacing the current “Stay at Home” advisory, to allow people to use the reopened businesses and services with stringent safety protocols in place.

This week, Governor Charlie Baker issued COVID-19 Order No. 19, “Order Regarding the Conduct of Shareholder Meetings by Public Companies.  This Order, which is effective immediately, suspends certain requirements of M.G.L. chapter 156D, section 7.08 that relate to shareholder meetings by remote means.

On Monday, March 23rd, the Baker Administration issued a stay at home advisory, along with an order (COVID-19 Order No. 13) requiring businesses and organizations that do not provide “COVID-19 Essential Services” to close their doors starting March 24th at noon until April 7th at noon.  The Administration has issued a list of business and other organizations deemed essential services and workforces that may continue to operate physical workplaces during this two-week order.

The Baker Administration continues to monitor the COVID-19 public health crisis, expanding almost daily on restrictions for schools, restaurants and several other places of business across the Commonwealth.  As these updates are constantly evolving, this post is meant to provide the most up to date announcements.
